Tree Preservation Orders: Outline
Trees do not just benefit the owner of the garden in which they grow. An individual tree can also have wider benefits for wildlife and human health and, in certain circumstances, for the visual amenity of a much wider area.
Where trees are of particular benefit for improving visual amenity then they may be placed on a Tree Preservation Order (TPO) to ensure their protection from removal or inappropriate pruning. Trees in Conservation Areas are similarly protected.
A TPO is an Order made by the Council which in general makes it an offence to cut down, top, lop, uproot, wilfully damage or wilfully destroy a tree without the Council's permission.
At present almost 200 TPO's exist in Hartlepool and the Borough Council will make further Orders to protect trees of substantive visual amenity.
Being placed on a TPO does not mean that no work can be carried out on the tree, but that any proposed work would require planning permission and the Council's Arboricultural Officers would advise on the appropriateness of the work.
