Some properties are not charged full council tax where various conditions apply, these may include a property that is unoccupied and unfurnished or in some cases just unoccupied where certain additional qualification criteria apply.
There are also circumstances where no charge will be incurred. Some businesses may not be charged the full business rates where certain conditions apply, these may include a property that is unoccupied and empty, and in certain cases where special qualification criteria is met, just unoccupied.
There are also some properties which are completely exempt from business rates and do not appear in the rating list
