Equipment and adaptations to the home: Outline
If a client is visually impaired, hard of hearing or has other disabilities for which he/she may need special equipment or adaptations to his/her home, Hartlepool Borough Council will provide such equipment which will assist in overcoming difficulties. This will be subject to an assessment of personal needs to determine eligibility.
Equipment and adaptations are accessed through an assessment of your need carried out by a social work / care manager, occupational therapist or occupational therapy assistant. If you have been in hospital or in contact with a District Nurse or Community Physiotherapist they may also be able to access some equipment.
The assessment will identify your needs and be used to confirm your eligibility for support and determine whether they meet the eligibility criteria of "permanent and substantial disability" which may entitle you to support from the department.
If, after assessment, you are identified as eligible for assistance you will be provided with appropriate service or equipment. If you are not eligible, you may be offered alternative advice.
EQUIPMENT
Following assessment, we aim to provide the most appropriate equipment to meet your need. Equipment is supplied from the Integrated Community Equipment Service [ICES] based in Middlesbrough on a loans basis and is free of charge.
ADAPTATIONS
Changes to your property may be suggested. Items such as small grab rails, additional banister rails and flashing light doorbells fall into this category and are called minor adaptations. Major adaptations include structural alterations, such as stair lifts, ramps, and bathing facilities. However, some properties may not be able to be adapted in which case you may be able to move to more suitable accommodation.
Your assessment may also involve a financial assessment, as you might need to contribute towards the cost of some adaptations. However, if you are a tenant of a Registered Social Landlord or Housing Association, you may receive your adaptation free of charge.
Once your need for adaptations has been identified, the design, tendering and construction times vary depending on the nature of the adaptation.
