Answer:

The Local Government Act 2000 required all councils in England and Wales to introduce new political structures that provided a clear role for the Council, the Executive and non executive councillors.

The role of scrutiny is to act as the Councils 'critical friend' whereby non-executive Councillors develop and review policies to hold the Executive to account on its decisions and actions.

Scrutiny is based on the model of select committees at Westminster, and is one of the most significant ways in which a non-executive councillor can contribute to the direction of the Council and act as a community champion for the people of Hartlepool.
