Answer:

Under the Building Regulations you are entitled to start work any time after you have deposited your application (any works carried out prior to receiving Building Regulation Approval are at your own risk).  

You should give 48 hours notice to your local authority before you commence work.  

If Planning permission (or any other statutory consent) is required for your proposals you must not commence work until relevant permissions have been granted.

If you use a Private Approved Inspector they must give 5 days notice to the local authority that they are undertaking the Building Control function prior to the commencement of any work on site.
