Q: Who does the planning?

Answer:
A Senior Council Manager is responsible for each section of the Borough Emergency Plan. In addition, Hartlepool Borough Council employs a full-time Emergency Planning Officer to ensure that the plan is coordinated and that arrangements and facilities are in place. They also take the lead within the Council for producing specialist plans, such as for those for industrial incidents.
