Answer:

Normally the Emergency Services would contact Cleveland Emergency Planning Unit.  The Unit operates a duty officer system that provides a 24 hour/365 day response to any potential or actual incident.

The CEPU officer will then cascade the message into the Council and its partners. Members of the public should report an incident using 999.
