The Blue Badge scheme provides a national arrangement of parking concessions for people with severe walking difficulties who travel either as drivers or passengers.

The scheme also applies to registered blind people and people with severe upper limb disabilities who regularly drive a vehicle but cannot turn a steering wheel by hand.

The national concessions apply only to on-street parking, where badge holders may park close to their destination, providing no parking restrictions apply which may prohibit the use of the badge.

In off-street car parks, Hartlepool Borough Council allows badge holders to park free of charge in designated bays for an unlimited period and free of charge for up to three hours in standard pay and display bays.

For more detailed information, please see the booklet "The Blue Badge Scheme: Rights and Responsibilities in England".

Further guidance is available from the Blue Badge Scheme Direct Gov website.

If you wish to apply for a Blue Badge please telephone Hartlepool Connect on 01429 523331.
