Highway Inspection serive

The establishment of an effective regime of inspection, assessment and recording is the most crucial component of highway maintenance.

The highway network in Hartlepool comprises of 384km of carriageways and associated footways. The Highway Inspection team carry out routine inspections to ensure as far as possible, the safety of highway users.

The inspection system provides monthly safety inspections of the distribution network and six monthly detailed inspections on all carriageways and footways in the Borough. Additionally, medium amenity areas like small urban shopping centres have quarterly detailed inspections whilst the high amenity areas, the main shopping areas in the town centre, have monthly detailed inspections. In addition to the routine inspections, the team also respond to customer reports and where appropriate, instigate emergency repairs.

The Highway Inspectors issue repair orders for actionable defects on:

  • Defects in Flagged Footways, including the theft of paving stones
  • Defects in Carriageway such as potholes and severe scouring
  • Defects in Highway Verges
  • Defects to Street Name Plates
  • Defects to Road Markings (principally white and yellow lines)
  • Defects to Cycleway Markings
  • Defects to Street Furniture
  • Defects to Road Signs
