About Planning Policy
The Hartlepool Local Plan including Appendices and Supplementary Notes is the development plan for Hartlepool. The planning policies and standards within them will be used to determine planning applications received by the Development Control Section. A schedule of those policies which the Secretary of State has agreed can be saved (as from the 13th April 2009) can be viewed on the downloads page.
The Council had been through the process of producing a new Local Plan, however the decision was taken to withdraw the Local Plan and it was formally withdrawn on the 11th November 2013. The formal letter to the Planning Inspectorate can be viewed here.
The Council consulted on its Local Plan Issues and Options Document May 2014. Forty five responses were received and they can be viewed via this link. Whilst a new Local Plan is developed this HBC Policy Framework has been produced to show where it is considered that saved policies from the 2006 Local Plan are in conformity with the National Planning Policy Framework.
As part of the production of the new Local Plan, various pieces of evidence base work need to be produced. To date these documents have been endorsed by Regeneration Services Committee, they are: 1) Gypsy & Traveller Accommodation Assessment 2) Open Space, Sport & Recreation Assessment 3) Employment Land Review 4) Strategic Housing Land Availability Assessment. and SHLAA Map 5) Strategic Housing Market Assessment.
The Local Development Scheme August 2014 has recently been adopted by the Council and can be viewed via this link.
The five Tees Valley local authorities prepared Joint Minerals and Waste Development Plan Documents (DPDs) to set out planning policies and site allocations on minerals and waste developments until 2026. The Tees Valley authorities formally adopted this DPD on the 15th September 2011. For more details click here.
Neighbourhood Planning has been introduced through the Localism Act and seeks to devolve certain planning powers to local communities to give them more say in how their area develops.
The adopted Transport Assessments and Travel Plans Supplementary has also been prepared and was adopted in 2010. The Green Infrastructure SPD and Action Plan was adopted by Council on the 27th February 2014 and a Trees and Development SPD has also recently been adopted. A Shop Front Design Guide SPD was adopted on the 18th December. The Council has adopted the New Dwelling Outside of Development Limits SPD on 6 August 2015 and the Seaton Carew SPD on 17th September 2015.

The Council has also prepared a joint Community Strategy and Local Development Framework Sustainability Appraisal Scoping Report.

The Government is currently looking for potential sites for new nuclear power stations and prospective developer EDF Energy has nominated Hartlepool as a location. During April and May 2009 the Department of Energy & Climate Change arranged a short public consultation exercise about the eleven sites nominated around the country. This was followed by a longer and broader consultation in the Autumn 2009 on the Government's Nuclear National Planning Policy. Hartlepool Borough Council submitted on 11 May 2009 its formal response to the Department of Energy & Climate Change agreeing that the nomination of a site for a new nuclear power station at Hartlepool merits further investigation by the Government in the its preparation of a draft Nuclear National Policy.
