The Government has introduced the right for communities to undertake Neighbourhood Planning activity through the Localism Act, allowing a new way for local people to decide and shape the future of the places where they live and work.
Neighbourhood Planning can help communities:
Choose where they want new homes, shops and offices to be built
Have their say on what those buildings should look like
Grant Planning Permission for the new buildings that they want to see.
HARTLEPOOL RURAL PLAN
In Hartlepool, the Neighbourhood Plan (encompassing the five Parishes of Dalton Piercy, Elwick, Greatham, Hart and Newton Bewley) working group has secured £20,000 from the Department of Communities and Local Government (DCLG) and an additional support package delivered by Planning Aid England to prepare a Neighbourhood Plan. The working group have developed a draft Neighbourhood Plan for their area and are currently consulting on the plan, to establish wider support for the document ensuring it addresses the key issues identified through consultation in relation to Housing, Rural Economy, Transport, Natural Environment and Built Environment.
All households and businesses in the area will receive a questionnaire, there are also a number of consultations taking place across the area, and remaining dates are:

HEADLAND NEIGHBOURHOOD PLAN
The Headland Parish Council has been working with Hartlepool Borough Council to develop their Neighbourhood Plan. A working group has been established, the group has worked with the Prince's Foundation to develop a report (click here to view the Prince's Foundation Headland Neighbourhood Plan report) to assist the initial stages of the development of the Neighbourhood Plan.

The Headland Neighbourhood Plan working group have been progressing to develop their Neighbourhood Plan. The group have evaluated the report developed in conjunction with the Prince's Foundation and been working to gather evidence to develop certain policy areas. At this stage the focus following consultation is around developing policies on the following:
Design and heritage of the public realm and the group is looking to possibly develop a specific design guide.
Focus on the commercial area (specifically Northgate) - quality, use and parking related issues.

WYNYARD NEIGHBOURHOOD PLAN
Wynyard Residents Association has been working with Grindon Parish Council to start the development of a Neighbourhood Plan for the Wynyard area, encompassing the Wynyard Park and Wynyard Woods area. The boundary includes the Grindon and Elwick Parishes and spans the boroughs of both Hartlepool and Stockton. A working group has been developed, and the boundary for the Wynyard Neighbourhood Plan has been designated.
The group secured support from Locality to assist them through the boundary designation process and have secured a further grant to assist with the costs of the development of the Neighbourhood Plan. The working group completed a comprehensive consultation exercise with residents to identify issues and opportunities in February / March 2014 which achieved a response rate of 47%. The priority for the group is to analyse this data and use the information to focus the development of the Neighbourhood Plan.

PARK NEIGHBOURHOOD PLAN
The Park Neighbourhood Plan is no longer being progressed. The application for the Park Neighbourhood Planning Forum and boundary designation was considered and refused by Hartlepool Borough Council as Local Planning Authority on 19 February 2014 at a meeting of its Planning Committee, click here to view the formal decision notice.
