What is Scrutiny?

The Scrutiny Support Team is located within the Corporate Strategy Division of the Chief Executive's Department and provides dedicated support to the Authority's Overview and Scrutiny Committees by:-

• preparing briefing reports and agendas;
• writing summaries of evidence/collecting background papers  and other information;
• planning and undertaking research;
• scoping and managing Scrutiny enquiries;
• supporting and liaising with any witnesses submitting evidence to the Scrutiny Committees;
• managing community participation as part of a Scrutiny enquiry;
• facilitating and assisting Scrutiny discussions;
• drafting reports;
• contributing to the development of Members' Scrutiny skills and the relationship between Scrutiny and the Executive by designing and delivering training events;
• monitoring the Scrutiny process and ensuring that progress reports are prepared and reported back to the relevant Scrutiny committee within six months of the Scrutiny Committees recommendations having being considered by Council, Cabinet or Portfolio Holder;
• raising the profile of the Overview and Scrutiny function in Hartlepool by producing Leaflets, Annual Reports and establishing links with the local, regional and national media to publicise the work of Scrutiny in Hartlepool.
