What it means for Hartlepool Borough Council
The Civil Contingencies Act (CCA) provides a framework for emergency planning throughout the UK. The act splits the statutory organisations involved in emergencies into:
Category One Responders
This includes the Police, Fire, Ambulance, Borough Councils (such as Hartlepool Borough Council), the Environment Agency and Maritime & Coastguard Agency.
Category Two Responders
This includes the Health and Safety Executive, Water, Transport, Electric and Gas Companies.
Under the Act, voluntary organisations are classified as Other Co-operating Bodies and the Council recognises the crucial role these organisations have to play in responding to and recovering from an emergency.
