Post 16 Student Financial Assistance

1. What help is available?
 

Hartlepool Borough Council has applied an exceptional rule to the current Post 16 Transport Policy in order to accommodate significant changes to existing funding arrangement; the rule confirms arrangements for transport through college funding and procurement through the Integrated Transport Unit. Hartlepool Borough Council will take the opportunity throughout the coming year to test the Exceptional Rule arrangement and consult further on long term opportunities within Hartlepool.

2. Important Changes to Post 16 Transport Policy for Academic Year 2012/13.
 

The Local Authority is required to provide details of how they will respond to the changes for Transport Policies in 2012/13.

  • The Local Authority (LA) will have a duty to consult with young people and parents as well as those stakeholders already being consulted on when drawing up the Transport Policy Statement.

     

  • LAs will be required to prepare and publish a new Transport Policy Statement for young people aged 19-24 with learning difficulties and/or disabilities.   This can be included in the Transport Policy Statement for young people of sixth form age.  Consultation with these young adults and their parents is also required when in the preparation of this policy.

     

  • Due to funding constraints the 2012/13 Post 16 Transport policy will have to be reviewed to take account of this and amended accordingly.

     

  • The LA will consult with young people and their parents as well as other stakeholders between November 2011 and January 2012 on their proposed policy.
