Registered Social Landlords (RSLs) are independent housing organisations. Most are housing associations, but there are also trusts, co-operatives and companies.

There are 9 RSLs in Hartlepool. The largest of these is Housing Hartlepool. Formed in March 2004 from the transfer of former Local Authority properties this organisation has taken over the landlord role from Hartlepool Borough Council.
