Applying for a Licence

Hartlepool Borough Council issues licences for hackney carriage and private hire vehicles, drivers and operators. All documents are available for download (see below).

Drivers licences - In order to obtain a licence to drive hackney carriages or private hire vehicles, an applicant must: -

1. Complete a Driver's Application Form
2. Complete an Enhanced Criminal Records Bureau Disclosure (Police Check) with a Licensing Officer
3. Submit a Medical Certificate completed by their G.P (if they have obtained HGV/PCV Entitlement no medical will be required)
4. Pass the Council's 'knowledge test'. This covers issues such as legislation, disability awareness and knowledge of the local area
5. Provide a Driving Standards Agency Taxi Test Pass Certificate
6. Pay the appropriate fee

Vehicle licences - In order to obtain a licence for a hackney carriage or private vehicle an applicant must: -

1. Submit a Vehicle Application Form
2. Have the vehicle pass an acceptable mechanical inspection at the Council's Depot
3. Ensure the vehicle complies with the Council's Licensing Policy
4. Provide the Vehicle Insurance Certificate
5. Pay the appropriate fee
