Hartlepool Borough Council is undertaking a 10-week public consultation on a draft licensing policy, between 14th June and 27th August 2010.

Your contribution is important to us in deciding the final content of our policy and all comments will be considered, although we will not be able to respond individually to each comment.

Licensing Act 2003

The Licensing Act was first implemented in 2005 and covers activities such as the sale and supply of alcohol, music, singing and dancing and the provision of hot food after 2300 hours (i.e. take away restaurants).

Hartlepool Borough Council is required to publish a licensing policy at least every three years. The policy details how the Council intends to discharge its licensing functions.

The Council is particularly interested in hearing your views on whether the Church Street area should be classified as a 'cumulative impact area', whether there should be a requirement for all premises to close no later than 0300 hours and whether there should be restrictions on the opening and closing times of pubs in residential areas.

Sex Entertainment Venues

Hartlepool Borough Council is considering whether, and under what terms, it should adopt provisions for the regulation of Sex Entertainment Venues.

Premises that would fall under the definition of a Sex Entertainment Venue include those that offer lap dancing and strip tease, pole dancing, table dancing and live sex shows.

Hartlepool Borough Council would like to hear your views on whether such establishments should be licensed and, if so, what specific controls should be put in place.
