Hartlepool Borough Council has published its draft 'Statement of Principles' which it proposes to apply when exercising its functions under the Gambling Act 2005. 

The document is available for viewing below and comments must be made to Council's Licensing Team no later than 18th September 2009.

Gambling Act 2005

The Gambling Act 2005 transfers all responsibility for the licensing of gambling premises from the magistrates courts to the Council and introduces a wide range of new licences and permits. The main responsibilities will be to:

  • Licence premises for gambling (casino, bingo and betting premises - including tracks, adult gaming centres and family entertainment centres)
  • Look at notices given for the temporary use of premises for gambling
  • Grant permits for gaming and gaming machines in clubs and miners' welfare institutes
  • Regulate gaming and gaming machines in alcohol licensed premises
  • Grant permits to family entertainment centres for the use of certain lower stake gaming machines
  • Grant permits for prize gaming
  • Look at occasional use notices for betting at tracks
  • Register small societies lotteries

The Gambling Act 2005 replaces the:

  • Betting, Gaming and Lotteries Act 1963
  • Gaming Act 1968
  • Lotteries and Amusements Act 1976
