School Admissions Arrangements for 2014/2015 Academic Year
The Council's determined admission arrangements for the 2014/15 academic year are available here. The Council will be retaining the same arrangements used for admission to the 2013/14 academic year.
The determined admission arrangements for 2014-2015, for Hartlepool Voluntary Aided, Foundation Schools and Academies, are available here.
The consultation for the 2013 admissions arrangements for community and voluntary controlled mainstream schools within Hartlepool recently took place, closing on 31st December 2011.
Section 89 of the School Standards and Framework Act 1998 lays down the way in which an Admissions Authority must determine admission arrangements and requires them to consult with governing bodies and other admission authorities. The statutory code of practice, the School Admissions Code (the Code), has recently changed and a new code came into force in February 2012 which applies to all maintained schools including foundation schools and academies. Admission Authorities must ensure that their determined admission arrangements comply with the mandatory provisions of the code. This code is made under Section 84 of the Schools Standards and Framework Act 1998 as amended by Section 40 of the Education and Inspections Act 2006. Failure to comply with these requirements would mean that Hartlepool Local Authority will be at risk of failing to meet their statutory duty.
A formal consultation on the school admissions arrangements for 2013/14 was undertaken between September and December 2011. This included an 8 week statutory consultation period from 1st November to 31st December 2011.
Of the 36 responses received to this formal consultation process, 30 respondents noted/supported a proposal to move the sibling link criteria above the admissions zone criterion. 6 respondents were against this move.
On the basis of the formal consultation the Child and Adult Services Department recommended that the sibling criteria is raised in the oversubscription criteria to appear above admission zone. The portfolio holder for Child and Adult Services on 27 March 2012 approved this recommendation, however, this decision was then called-in by the Council's Scrutiny Co-ordinating Committee and was referred to full Council to discuss. The Council met on 14th June 2012 then made a referral back to the portfolio holder to reconsider the decision. The portfolio holder for Child and Adult Services reconsidered the decision on 26th June 2012 and reaffirmed the original decision taken on 27th May 2012. We can therefore confirm that the sibling link criteria will take priority over admission zone for community and voluntary controlled schools from September 2013.
