Equipment loan policy (2023–2026)

Due to high demand for disabled facilities grants (DFGs), some residents may wait over six months for home adaptations. To reduce delays, we offer an equipment loan scheme that provides adaptive equipment—such as stairlifts, platform lifts and ramps—on a loan basis. This allows residents to receive essential equipment more quickly and supports independent living.

Policy aim

This policy outlines how we deliver adaptive equipment efficiently, fairly, and in line with the Housing Strategy 2019–2024.

Funding

The scheme is funded through our allocated budget and follows the Medium Term Financial Plan.

Eligibility

If you apply for help through the equipment loan scheme, our occupational therapy service will assess your needs—and your carer’s, if relevant—before we decide what equipment can be provided. All assessments follow the Care Act 2014.

This scheme is only available to Hartlepool residents who meet the eligibility criteria.

What the scheme covers

The scheme includes the supply and installation of:

  • stairlifts
  • through-floor lifts
  • step lifts
  • modular or metal ramps

It may also cover related works, such as moving radiators or replacing doors to accommodate installations.

Assessment and application process

  1. Assessment: The occupational therapy service assesses the applicant’s needs
  2. Referral: A referral is sent to the special needs housing team requesting the works be carried out under the equipment loan scheme
  3. Review: The team evaluates whether the proposed works are reasonable and practical having regard to the age and condition of any buildings where the adaptive equipment is to be installed
  4. Application: A member of the special needs housing team will manage your application and make sure all the required information is provided, including:
    • Your assessment from the occupational therapy service
    • A cost estimate from the contractor
    • Land Registry details (if you own the property)
    • Permission from your housing association (if applicable)
    • Permission from your landlord (if applicable)

Installation and inspection

After installation, the special needs housing team inspects the work before approving payment. Payments are made directly to the contractor once the work meets our standards.

Agency service

The special needs housing team provides a free agency service to help manage your application and installation process. This service is funded in part through the Disabled Facilities Grant (DFG) budget.

The funding also covers:

  • staff and administrative costs
  • occasional expenses like staff training or IT upgrades
  • costs from cancelled applications or if the applicant passes away

If your application is approved, you’ll receive written confirmation that the equipment will be collected when it’s no longer needed.

Conditions and payments
The following conditions apply to all equipment provided through the equipment loan scheme:

  • work must begin as soon as possible after your application is approved
  • only the approved contractor can carry out the work
  • all work must follow the agreed specification
  • delays may occur if unexpected issues arise after the application is submitted

Payment will only be made when:

  • the work is completed to our satisfaction
  • a valid invoice or receipt is provided
  • payment will be made directly to the contractor
  • all equipment must be returned when it is no longer needed

Maintenance

  • Lifts: Serviced twice a year by the supplier under contract
  • Ramps: Issues should be reported to the special needs housing team for resolution

Policy review

This policy is reviewed every two years or in response to changes in legislation or regulations.
