What is the Crisis and Resilience Fund?

The UK Government, through the Department of Work and Pensions, has introduced the Crisis and Resilience Fund (CRF) for local authorities. It runs from April 2026 to March 2029.

The fund helps residents who face a sudden financial shock and are struggling to cope. It also aims to help households become more financially secure, so they are less likely to need crisis support in the future.

If you live in Hartlepool and are experiencing financial hardship, you may be able to get help through one of the schemes below.

What support is available?

The Crisis and Resilience Fund includes support for:

  • short‑term emergencies
  • households that rely on heating oil for their home heating
  • essential household items, such as white goods and beds
  • housing costs
  • help from local voluntary, community and faith organisations to improve financial security
  • exceptional costs 

We are designing the Hartlepool scheme to make sure help goes to residents most in need. Some support will be available from April 2026, with additional help added later in the year.

Help with essential household items

Support for essential household items is available now for residents who are financially vulnerable.

This includes help with:

  • white goods
  • beds
  • carpets

Help with housing costs

Support with housing costs provides short‑term help if you are struggling to pay for your housing. This support is designed to give you breathing space while you work to improve your situation.

In exceptional cases, longer‑term support may be considered.

If you cannot complete the application yourself, you can ask:

  • a trusted family member
  • a trusted friend
  • a professional who is already supporting you
