Hartlepool Town Deal

What is the Town Deal?

In 2021, Hartlepool was awarded £25 million from the government’s Town Deal to support new regeneration plans. These plans were shaped by the Town Investment Plan, developed after consulting over 400 residents, businesses, and organisations.

We led the process with the Town Deal Board. The board includes members from the public, private, and voluntary sectors. The local community also helped shape the plans through consultation.

Town Deal projects

In 2022, we developed business cases for five major projects. These were approved by the Department for Levelling Up, Housing and Communities. Delivery began in May 2023 and will continue until March 2026.

Reimagining Middleton Grange Shopping Centre

A £13.8 million project to restore and repurpose the Grade II heritage building, the former Binns Department Store, into a flexible, mixed-use space and new civic public space at the 'Heart of Hartlepool'.

Wesley Chapel

A £1.4 million investment in partnership with Jomast to restore the Grade II listed Wesley Chapel into a 36-bedroom boutique wedding and events venue with commercial units.

Waterfront connectivity

A £6.2 million project to enhance public spaces and connectivity around the marina, integrating new land uses and improving connections between the waterfront, town centre, and train station.

Health and Social Care Academy

A £1.25 million investment in partnership with North Tees and Hartlepool NHS Foundation Trust to create a state-of-the-art academy offering skills and training, including simulations of health and care scenarios.

Civil Engineering Academy

A £2.25 million project in partnership with Seymour Civil Engineering to increase capacity for learning and skills development in areas like rail infrastructure, welding, fabrication, groundworks, and civil engineering.

About the Town Deal Board

The Town Deal Board was formed in Spring 2020 to identify investment priorities. It includes members from the private, public, and community sectors. The Board provides leadership and helped develop the Investment Plan that secured government funding.

The plan focuses on Hartlepool’s strengths, opportunities, and challenges.
