Do I have to pay Council Tax on an empty property?
Yes. All properties are subject to Council Tax—even if no-one lives there. However, some empty properties may qualify for a discount or exemption, depending on the circumstances.
Common reasons for exemption include:
- the last occupier has passed away
- the last occupier has moved permanently into a care home
- the property is empty because the occupier is in prison

Discounts for empty properties
Uninhabitable properties
If a property is unoccupied and unfurnished and undergoing major repairs or structural alterations, it may qualify for a 50% discount for up to 12 months.
Works that do not qualify include:
- new kitchens or bathrooms
- rewiring, replastering, or redecorating
- replacing plumbing, heating, boiler, doors or windows
- minor damp treatment

Unoccupied and unfurnished properties
- may receive a 100% discount for 1 month
- after 1 month full Council Tax is payable
- after 1 year a 100% premium is added (200% total charge)
- after 5 years the premium increases to 200% (300% total)
- after 10 years the premium increases to 300% (400% total)
Unoccupied and furnished (including second homes)
- full Council Tax is payable from the date the property becomes unoccupied
- after 1 year a 100% premium applies
- if the second home is required for work, you may qualify for a 50% discount

Premium charges for long-term empty properties
From 1 April 2024, a property may be exempt from premium charges if:
- you are actively trying to sell or rent the property
- the property is undergoing major repairs or structural work
- legal or technical issues (e.g. probate) are preventing sale or rental
