As Chief Executive my role is to develop and maintain open and effective relationships with the Leader of the Council and all Council Members to ensure the provision of modern and effective democratic arrangements that meet the requirements of government and the people of Hartlepool. I am responsible for ensuring the appropriate risk, financial and management arrangements for the authority are in place and undertake the statutory responsibilities of the Head of Paid Service under Section 4 of the Local Government and Housing Act 1989, working alongside the other statutory officers, the Section 151 Officer, and the Monitoring Officer.
The core role has three overlapping elements: acting as the lead advisor to the council, being the managerial leader of the organisation, and the formal ‘Head of Paid Service’.
I am responsible for:
• The design, delivery, co-ordination and integration of council functions and their management arrangements, including the accountability of functions and staff;
• The numbers, grades, roles, appointment and discipline of staff;
• Acting as the chief advisor to the council and ensuring the best advice is available to the council at all tiers. - Reason for Involvement

I lead the Executive Leadership Team to deliver and monitor the vision, strategic direction and core values of the Council. My role includes collaborative working at a local, regional and national level to foster partnerships that enhance current and future service delivery, influencing decision making which has an impact on Hartlepool, and respects the diversity of communities across the Borough.
I believe the Council’s greatest asset are its employees, and my aim is to ensure all employees feel valued and understand the role they play in delivering the Council’s vision and objectives in a supportive and learning environment that protects and enhances their personal well-being. In addition to the above responsibilities I am also therefore the responsible officer, and champion, for health and safety.
