How we monitor performance
We regularly monitor and report on performance in relation to:
- Key priorities in the Council Plan
- Departmental Key Performance Indicators (KPIs)
- Local indicators chosen by the Council
Council Plan 2030
In April 2025, the Council adopted a new Council Plan covering the period up to 2030. This plan sets out our long-term vision for Hartlepool and is structured around four key themes:
- People - A place where people live healthier, safe and independent lives
- Place - A place that is connected, sustainable, clean and green town
- Potential - A place that is welcoming with an inclusive and growing economy providing opportunities for all
- Organisation - A place with a Council that is ambitious, fit for purpose and reflects the diversity of its community
The first Annual Report will be published in summer 2026, covering achievements from the first year of the plan.
Quarterly performance reports will be shared with the Finance and Corporate Affairs Committee and published over the next five years.

Previous Council plans and reports
Council Plan 2021/22 – 2023/24
Adopted in February 2021, this plan outlined the Council’s vision and priorities through to 2024. Key themes included health, safety, sustainability, economic inclusion, and organisational improvement.
