The Forward Plan

As part of our governance arrangements, Hartlepool Borough Council publishes a Forward Plan, a schedule of key decisions expected to be made over the coming four months.

The Forward Plan is updated monthly. 

What is a key decision?

A key decision is one that:

• significantly modifies the Council’s agreed annual budget or main policy framework
• initiates new spending proposals over £100,000
• has a significant impact on communities within the borough

Each entry in the Forward Plan includes:

• the subject of the decision
• the expected decision date
• the documents to be considered
• the decision-maker

Decision-making and Policy committees

Most Council decisions are taken by Policy committees, which are responsible for implementing Council policies and managing budgets. These committees make key decisions that are significant in financial terms or in their impact on local communities.

Forward Plan publication dates

The Forward Plan is revised every two months. The updated plans for the June 2024 – June 2025 period will be available on the following dates:

• 17 May 2024
• 18 July 2024
• 17 September 2024
• 15 November 2024
• 17 January 2025
• 18 March 2025

Copies of documents listed in the Forward Plan, or other documents considered during decision-making, are available on request. This is subject to any restrictions on disclosure.
