The Returning Officer is responsible for ensuring that elections are conducted lawfully and fairly. This role is impartial and distinct from any duties the individual may hold as an employee of the Council.
Key responsibilities include:
- overseeing the administration of Local Government Elections
- ensuring compliance with electoral legislation, including the Representation of the People Act 1983
- managing the nomination process, polling stations, and the counting of votes
For other types of elections:
- parliamentary Elections are managed by an Acting Returning Officer
- referendums are overseen by a Counting Officer
- Police and Crime Commissioner or Combined Authority Mayoral Elections are managed by a Local Returning Officer
