What is an ASB Case Review?
The ASB Case Review process allows victims to request a review of how their reports of anti-social behaviour have been dealt with by organisations.
The ASB Case Review process is designed to bring organisations together to take a joined up and problem solving approach to persistent reports of anti-social behaviour.
The process applies to anti-social behaviour reports made to:
- Hartlepool Borough Council
- Cleveland Police
- NHS North East and North Cumbria Integrated Care Board
- Registered providers of Social Housing operating in Hartlepool Borough (where you are a social housing tenant and your landlord agrees to be part of the process)
Who can request an ASB Case Review?
A victim of anti-social behaviour or another person acting on behalf of the victim with his or her consent, such as a carer or family member, Member of Parliament, local councillor or other professional.
When can an ASB Case Review be requested?
Where a victim has made 3 or more qualifying reports of anti-social behaviour in the last 6 months, to one or more of the organisations listed above, and where they believe that they have not had a satisfactory response to their anti-social behaviour reports.

ASB Case Review process
- your ASB Case Review request will be acknowledged
- you will be provided with information regarding support services
- you will be informed of whether an ASB Case Review will be arranged
- you will be offered the opportunity to submit an Impact Statement to the ASB Case Review
- you will usually be offered the opportunity to attend a portion of the ASB Case Review to brief meeting members on your reports of anti-social behaviour, and on any impact of the anti-social behaviour, or for a third party to attend on your behalf where you do not want to attend the meeting yourself
- the ASB Case Review will review your reports of anti-social behaviour, review what actions have been taken, and consider whether any other actions are needed
- you will be informed of the outcome of the ASB Case Review
- you will be informed of any recommendations made by the ASB Case Review
- you will be informed of how to request an appeal of an ASB Case Review
Please note that the ASB Case Review process should not be treated as a complaint process.
