Definition

Begging involves individuals requesting money from members of the public in public spaces. This may be done passively or in a more persistent manner.

We aim to address begging by supporting individuals in need while maintaining a safe and welcoming town centre for residents, visitors, and businesses.

What you can do

Individuals who beg may have complex needs and require support. In some cases, begging may be linked to organised activity.

The most effective way to assist is by supporting local services that help people access accommodation, health care, and financial support.

Instead of giving money directly, consider donating to local charities or support organisations. This ensures your contribution is used to provide long-term assistance.

Our response

We work with local agencies to provide coordinated support in the following areas:

  • outreach: our officers speak to individuals on the street to understand why they're begging and what support they need
  • health: referrals to services for substance misuse, mental health, and GP registration, and accompanying individuals to appointments if necessary
  • housing: support with accessing accommodation, tenancy advice, and supported housing, as well as accompanying individuals to housing appointments if necessary
  • finance: assistance with benefit applications
  • welfare: including providing white goods, furniture, clothing, and details of local foodbanks, and help to apply for ID documents
  • transport: support for individuals relocating to access family or support networks
