Hartlepool Borough Council works with Cleveland Police, Cleveland Fire Brigade and the North East Ambulance Service to operate the Independent Safety Advisory Group (ISAG). The group provides non-statutory, advisory guidance on events held in the Borough, focusing on safety and impact on public services.
ISAG supports events and aims to help organisers run them safely. Its role is advisory, not regulatory, and should be seen as an enabler, not a barrier.
Event organisers must submit an Event Notification Form (ENF) to help ISAG assess whether involvement is needed and identify any required licences or consents.
When to submit your ENF
- Small events: Submit at least 3 months in advance.
- Large or complex events (e.g. road closures, festivals, inflatables): Submit as early as possible to allow time for review and coordination.
Completing the ENF does not replace the need to obtain legal consents or licences. Organisers remain responsible for health and safety. For guidance, visit the HSE event safety page.
