Chemical sites in Hartlepool

Hartlepool is home to several chemical sites. These are strictly regulated by the Health and Safety Executive (HSE) and the Environment Agency.

The Control of Major Accident Hazards (COMAH) Regulations 2015 apply to sites that store or use certain types or quantities of chemicals. These regulations require emergency plans to be in place to protect the public in the event of an incident.

What is Hartlepool Borough Council responsible for?

Under COMAH regulations, the Council must:

  • develop and maintain off-site emergency plans for named chemical sites
  • work with emergency services to protect the public
  • provide information to households and businesses near these sites

Each Upper Tier COMAH site has:

  • an on-site plan (written by the site operator)
  • an off-site plan (written by us)
