Back street enforcement
You can report issues in back streets or alleys online:
Common problems include:
- litter build-up
- bins left out too early or too late
- side waste - black bags next to bins
- dog fouling and nuisance caused by dogs
- bins used for criminal activity - climbing and arson, for example
Section 46 Notices
To tackle these issues, we may issue a Section 46 Notice under the Environmental Protection Act 1990. This notice:
- explains how to use the refuse and recycling service correctly
- lists collection days and rules
- applies to misuse such as dumping waste or incorrect bin use
Failure to comply may result in a £60 Fixed Penalty Notice.
These measures help keep back streets clean, safe, and accessible for residents, refuse vehicles, and emergency services.
