Social value reduction for rent and licence fees

In July 2017, the Finance and Policy Committee approved a policy that allows rent reductions when an applicant can show that their use provides a positive impact for the community.

On 22 January 2024, the Committee agreed a further change. From 1 April 2024, Social Value discounts on leases are capped at 25%.

Social Value discounts depend on eligibility. We assess this using the information you provide in your application and in any future requests. Any discount is discretionary.

The form below must be submitted before a lease or sale is granted or during a rent review, as applications for a reduction cannot be granted retrospectively.

Once completed, please return your form for us to consider and decide on the level of discount. Completed forms should be sent to: estates@hartlepool.gov.uk. 

What we will do next 

Upon receiving the completed form, we will check its eligibility and seek consent to either approve or reject the application. Applicants cannot appeal any decisions that are made.

In the interests of transparency, we publish details of leases where social value discounts are offered, including rents, discounts applied as well as the term of the lease.
