Every Health and Wellbeing Board (HWB) is required to publish an assessment of the needs for pharmaceutical services in the HWB area. Hartlepool Health and Wellbeing Board (HWB) published its latest Pharmaceutical Needs Assessment (PNA) on 29th September 2025. The PNA includes a description of the pharmaceutical services currently available to the residents of, and visitors to, Hartlepool from local community pharmacies or other providers. The assessment also reviews the pharmaceutical services needed now and what is needed in the near future.
The PNA is used by NHS England to guide the commissioning of pharmaceutical services locally, including potential changes to where or when those services will be available. The PNA may also be used to inform the commissioning of services from pharmacies by Hartlepool Borough Council.

The HWB is also required to keep the PNA up to date by:
- making a revised assessment as soon as is reasonably practicable after identifying significant changes to the need for pharmaceutical services
- publication of Supplementary Statements if required
- maintaining the map of pharmaceutical services
- publishing a full new PNA no later than September 2028.
Supplementary Statements – Hartlepool HWB PNA
Following publication of the PNA, there may be changes to the availability of pharmaceutical services, for example if a community pharmacy closes, or changes the opening times when their services are available. In some circumstances, this change may need to be documented by the publication of a Supplementary Statement which becomes part of this PNA for the area. Any Supplementary Statements to the PNA 2025 issued by Hartlepool HWB in future will be available here.
