How to obtain a licence
We issue licences for hackney carriage and private hire vehicles, drivers and operators. All documents are available for download (see below).
Drivers licences - Applicants are required, in law, to be “fit and proper” persons. For this purpose Hartlepool Borough Council requires applicants to undertake the following:
- Complete a Driver's Application Form
- Pay the appropriate fee
- Complete an Enhanced Disclosure & Barring Service (DBS) Certificate (Police Check)
- Submit a Medical Certificate completed by their G.P
- Completion of Barnardo's online training course (CSE)
- Pass the Council's 'knowledge test'. This covers issues such as legislation, disability awareness and knowledge of the local area
- Production of documentation to prove your right to work in the UK
- Once a licence is granted a driver has 12 months to pass the Taxi Driving Assessment

Vehicle licences - In order to obtain a licence for a hackney carriage or private vehicle you must: -
- Submit a Vehicle Application Form
- Pay the appropriate fee
- Have the vehicle pass a mechanical inspection at the Council's Depot
- Ensure the vehicle complies with the Council's Licensing Policy
- Provide the Vehicle Insurance Certificate (including Public Liability insurance to a minimum value of £5,000,000)

Private Hire Operators Licence - In order to obtain an operators licence, applicants are also required, in law, to be “fit and proper” persons. For this purpose, if an applicant does not already hold a taxi driver licence, the Council requires applicants to produce a police check or basic disclosure that is no older than one month. All applicants must have operating premises within the borough of Hartlepool.
