What is Anti-social Behaviour?

Under the Anti-social Behaviour, Crime and Policing Act 2014 anti-social behaviour is defined as:

  1. Conduct that has caused, or is likely to cause harassment, alarm or distress to any person, or
  2. Conduct capable of causing nuisance or annoyance to a person in relation to that person’s occupation of residential premises, or
  3. Conduct capable of causing housing-related nuisance or annoyance to any person.


How do I report Anti-social Behaviour?

You can report Anti-social Behaviour in confidence to the following:

  • Cleveland Police (24 hours)
    • Tel: 999 (emergency reports / crime in progress)
    • Tel: 101 (none emergency reports / report after the event has occurred)
    • Report Anti-social Behaviour online
  • Hartlepool Community Safety Team (Mon - Thurs 9am - 5pm, Fri 9am - 4.30pm)

You can report noise nuisance in confidence to the following:
