What is Hate Crime?
Any crime or incident which is perceived by the victim, or any other person, as being motivated by prejudice or hate towards a person’s:
- Alternative Sub-culture
- Disability
- Gender Identity
- Race, Ethnicity, Nationality
- Religion, Faith, or Belief
- Sexual Orientation
What is Mate Crime?
When a vulnerable person (often someone with a learning disability) is befriended by members of the community who go on to exploit and take advantage of them. ‘Mate’ covers a wide number of people including friends, family and supporters. Sometimes the exploitation may not be an illegal act but still has a negative effect on the individual.
How do I report Hate or Mate Crime?
You can report Hate or Mate Crime in confidence to the following:
- Cleveland Police (in an emergency dial 999)
- Via our Online Form or by contacting the Community Safety Team (details below)
- To a Third Party Reporting Centre

The Crown Prosecution Service (CPS) have updated their Hate Crime Public Policy Statements. These statements set out how the CPS will deal with and prosecute hate crimes and what victims and witnesses can expect from them. They can be found at https://www.cps.gov.uk/hate-crime
Information Poster for Businesses
The Safer Hartlepool Partnership, in partnership with Hartlepool College of Further Education and local businesses, has developed a poster for businesses to download and display to show they won’t tolerate hate. The poster also has information on how to report incidents for staff who experience hate at work.
