As the local highway authority, we issue licences for any activity that takes place on the public highway.
For all highway-related activities, you must:

have valid public liability insurance

provide proof of NRSWA (New Roads and Street Works Act) accreditation for any works involving excavation
Scanned copies of these documents can be submitted with your application.
Skip licence
You need a licence to place a skip on the public highway. The skip hire company is responsible for applying for the licence.

Depositing materials on the highway
You must have permission to place materials such as sand, blocks and other building supplies on the public highway. You should telephone 01429 284141 for more details.

Scaffold and hoarding licence
A licence is required to erect scaffolding or hoarding that extends onto the public highway. The company installing the structure is responsible for obtaining the licence and should download the application form below.

Excavation in the public highway
A Road Opening Permit is required to excavate in the public highway for any reason. Only contractors who have accredited personnel are allowed to do so and they must apply for a Road Opening Permit using the application form below before any works are started.
