Introduction to taxi driver application
To work as a taxi driver in Hartlepool, you must apply for a licence. This includes both hackney carriage and private hire drivers.
You must complete several steps before we can issue your licence. Please read all the information below carefully.
What you need to do
1. Criminal record heck (DBS)
You must apply for an Enhanced DBS check, unless you are already signed up to the DBS Update Service.
- apply online using the guidance on our taxi licensing page.
- DBS checks can take a few weeks, so apply early.
- we will review any previous convictions using our published guidelines.
If you have a previous conviction and are unsure as to whether you should still apply for a licence, contact the Licensing Team for advice
2. Right to work in the UK
You must show documents that prove you can work in the UK. Guidance on acceptable documents can be found on Gov.UK.
3. Medical certificate
You must provide a group 2 medical certificate completed by a doctor who has had access to your full medical history.
- you must pay for this yourself (usually £60 to £100).
- the doctor must use the Council’s medical form.
4. Child sexual exploitation (CSE) training
You must complete a short online training course provided by Barnardo’s. Taxi drivers may work with young or vulnerable people. It’s important to know how to spot signs of concern and what to do if you’re worried.
- this course is free.
- you must complete it before taking your knowledge test.

5. Knowledge test
You must pass a 'knowledge test' before we can give you a licence. The test covers:
- the Highway Code
- taxi laws
- basic maths
- local streets and routes (for hackney carriage and dual licences)
- CSE awareness
The first test is free. Re-sits cost £20. If you fail 5 times, your application will be cancelled. You must wait 6 months before applying again.
6. Taxi driving assessment
Within 1 year of getting your licence, you must pass a taxi driving assessment.

7. English language skills
You must have a reasonable ability to read, speak and understand spoken English.
- we will assess this during your application.
- if needed, you may be asked to take an English test.

We only give licences to people who are fit and proper. This includes:
- being polite and respectful at all times
- being able to work alone and make good decisions
- communicating clearly with licensing staff
