Council’s “name and shame” pledge

People convicted of environmental offences are to be “named and shamed” by Hartlepool Borough Council as part of a huge drive to clean-up the town and tackle anti-social behaviour.

The authority intends to publish the details of people convicted in court of offences involving litter, fly-tipping, dog fouling and household/commercial bins.

It hopes the hard-hitting new approach will make people think twice and deter them from committing offences.

It coincides with the launch of the Council’s £1 million Pride in Place campaign to transform local communities, improve residents’ quality of life and restore civic pride.

The campaign involves a series of intensive neighbourhood clean-ups and increased civil enforcement, all delivered through Weeks of Action taking place across the borough over coming months.

Councillor Pamela Hargreaves, Leader of Hartlepool Borough Council, said: “People across Hartlepool have told us clearly that cleaning up our town is their number one priority, so we’ve made it the Council’s number one priority too.

“We are focusing on fixing the small things that make a big difference to how our streets and communities look and feel.

“It’s time to say enough is enough and to clampdown on the anti-social behaviour of an ignorant minority who think it is acceptable to drop litter or to fly tip. Hartlepool is a fantastic town and it deserves better.

“We want to reclaim our streets, public spaces and parks and stand up for those law-abiding residents who want to live in safe, clean communities, so we hope this new “name and shame” approach will make people think twice and deter them from committing offences.

Since May, the following people have been convicted in court of waste-related offences:

  • Romona Iordan of York Road, littering. Failed to attend court, found guilty in her absence. Fined £220 with £85 surcharge and £300 costs.
  • Kamran Sales of York Road, failure to store commercial waste correctly. Failed to attend court, found guilty in their absence. Fined £660 and a surcharge of £264 and costs of £300.
  • Emma Dauge of Greenwood Road. Pleaded guilty to littering. Fined £75 with £100 costs and £30 surcharge.
  • Mark Crannage of Osborne Road. Failed to attend court, warrant issued for arrest. Arrested and pleaded guilty to fly-tipping. Fined £200 with £80 surcharge and £200 costs.
  • Nicola Maw of Rydal Street. Pleaded guilty, fly-tipping. Fined £320 with £128 surcharge and £500 costs.
  • Chelsea Reed, of Dent Street. Pleaded guilty, fly-tipping. Fined £200 with £80 surcharge and £200 costs.
  • Okuchukwu Eijkeme, of Dorset Street, fly-tipping. Failed to attend court, warrant issued. Following arrest, he pleaded guilty in court. Fined £400 with costs of £607 and a £160 surcharge.
  • Travis Clarkson, of Wharton Terrace, fly-tipping. Pleaded guilty.12-month Community Order with 10 Rehabilitation Activity Requirement (RAR) days and 40 hours unpaid work, costs of £620.53 and a £114 surcharge.
  • Callum Berry, of Mulgrave Road, fly-tipping. Pleaded guilty. Fined £184 with a surcharge of £74 and costs of £102.
  • Craig Brodie of Grange Road, two offences of failing to store commercial waste correctly. Failed to attend court, found guilty in their absence. Fined £200 (£100 per offence) with £80 surcharge and £400 costs.
  • Adam Williams of Surrey Terrace, littering. Failed to attend court, found guilty in his absence. Fined £75 with £30 surcharge and £400 costs.
  • Michael Wright, of Chester Road, littering. Failed to attend court, found guilty in his absence. Fined £75 with £30 surcharge and £400 costs.
  • Kelly Hammond, of Oakley Gardens, fly-tipping. Failed to attend court, warrant issued. Following arrest, pleaded guilty at court. Fined £320 with a £128 surcharge and £300 costs.
  • Andrew Kitching, of Cornwall Street. Pleaded guilty to fly-tipping and a Bail Act offence. Fined £520 with £108 surcharge.
  • Lee Bartleson of Jackson Street. Pleaded guilty to fly- tipping. Fined £138 with £55 surcharge and £856 costs.
