Hartlepool Borough Council is set to confirm the appointment of its new Chief Executive at a meeting of Full Council next week (Thursday 5 February 2026).
Following a rigorous multistage recruitment process undertaken by the Council’s Appointments Panel, a preferred candidate, Matt Wilton, has been recommended for approval by Full Council to become the Council’s most senior officer and Head of Paid Service.
Mr Wilton is currently Deputy Chief Executive at Newcastle City Council and brings a strong track record of delivering major economic, regeneration and organisational change programmes. He has led initiatives including the creation of the North East’s first Mayoral Development Zone, securing significant investment for decarbonisation, and driving inclusive economic and anti‑poverty strategies.
He will take over from Denise McGuckin, who will retire later this year after nearly 30 years of dedicated service to the local authority.
Hartlepool is entering one of the most transformative periods in its recent history, driven by an unprecedented £160 million capital regeneration programme that will reshape the borough’s future. From revitalising the waterfront and town centre to delivering new cultural, leisure and employment opportunities, this investment will bring long lasting benefits for residents, businesses and visitors.

If approved by Full Council next week, Matt Wilton will take up the role in the coming months.
