Monitoring planning obligations

Some planning permissions include legal agreements that require developers to deliver planning obligations. These may involve:

  • financial contributions (for infrastructure, for example) or
  • physical works delivered as part of the development

To ensure these obligations are met, we monitor their delivery in a transparent and efficient way. This helps to manage the impact of development and support the sustainability of the area.

What we monitor

There are two types of monitoring:

  • financial monitoring and management of the monies associated with receiving the income; and
  • physical monitoring where obligations are delivered in kind

Monitoring may involve joint working across different council departments.

Monitoring charges

To cover the cost of this work, the following charges apply:

Minor developments (Planning services codes 13–24)

  • £350 per agreement (financial monitoring)
  • £400 per agreement (physical monitoring)
  • £750 if both apply

Major developments (planning services codes 1–12)

  • £500 per obligation
