Under Section 232 of the Housing Act 2004, Hartlepool Borough Council is required to maintain a public register of licensed HMOS, temporary exemptions and interim management orders.
The register contains:
- the property address
- details of the Licence Holder
- date of issue and expiry
- details of the Manager (if applicable)
- the maximum number of persons and households permitted to occupy the property
- number bedrooms
- number of storeys
- number of kitchens
- number of bathrooms
- number of separate toilets

You can make an appointment to view the register, free of charge, at the Civic Centre on a weekday between the hours of 10:00am to 4:00pm. It is important to make an appointment as the register is held securely on a computer and will not be available if you don’t have an appointment.

You will not be permitted to take a copy or photograph of the register. Please be advised that some information may be withheld if it includes personal data, or it may be removed in the interests of public safety. The appointment time will be a maximum of 20 minutes.

The HMO Register can be sent to you as a pdf version by email. However, please be advised that some information may be removed if it contains personal data, or it may be removed in the interests of public safety.
Please note that a charge of £75 is payable for a copy of the register. Payment will be required before information is released to you.

Information exempt from disclosure under the Freedom of Information Act (FOIA)
Requests to see the HMO register are exempt from disclosure under FOIA, due to the council's obligations under section 232 of the Housing Act 2004 to someone who requested a copy of the HMO Register.
In accordance with section 16(1) of the FOIA, the council has a duty to provide advice and assistance to you, as far as it is reasonable to do so.
