Register of Licensed Houses in Multiple Occupation (HMOs)

Under Section 232 of the Housing Act 2004, Hartlepool Borough Council is required to maintain a public register of licensed HMOs.

Viewing the Register

You can view the full HMO register by appointment only at the Civic Centre. The register is held securely on a computer and will not be available without prior arrangement.

Requesting a Copy

You can request a copy of the HMO register in PDF format by email.
This format is used to comply with guidance from the Information Commissioner’s Office (ICO), which advises against publishing personal data (such as landlords’ names and addresses) in easily accessible formats like Excel or CSV.

Data Protection and FOI

Some details in the register are classified as personal data and are not disclosed.
Requests for the HMO register are exempt from the Freedom of Information Act (FOI), as access is already provided under the Housing Act 2004.

In line with Section 16(1) of the FOI Act, we will provide advice and assistance where possible. A version of the register with property addresses, licence issue and expiry dates (but without personal data) is available on request.
