Smoke and carbon monoxide alarms in private rented homes

What landlords must do

Since 1 October 2015 private landlords have had to:

  • install at least one working smoke alarm on every storey of the property used as living accommodation
  • install a carbon monoxide alarm in any room with a solid fuel appliance such as a wood-burning stove or coal fire
  • check all alarms are working at the start of each new tenancy

Who enforces this?

Our Housing Services Team is responsible for enforcing these rules.

If we believe a property does not meet the requirements we will issue a Remedial Notice to the landlord.

What happens if a landlord doesn’t comply?

If the landlord does not act within the time given:

  • we may arrange for alarms to be fitted (with the tenant’s consent)
  • we may issue a fixed penalty notice of up to £5,000
