Traffic Regulation Orders (TRO)
We receive a wide range of requests for Traffic Regulation Orders (TROs). These include:
- speed limits
- double yellow lines
- school-time parking restrictions
- one-way streets
- banned turns
How TROs are processed
When we receive a request, we consult with:
- emergency services
- public transport operators
- taxi representatives
If there are no objections, we carry out informal consultation with residents or businesses directly affected.
The proposed order is then legally advertised. During this time, anyone can submit an objection.
We aim to balance the needs of all road users. Sometimes, a change that benefits one group may negatively affect another. We carefully assess each case to make the best use of road space.
Speed limits
We set all speed limits in Hartlepool, except for roads with the national speed limit. We regularly review the road network to ensure speed limits are appropriate and support our goal of reducing road casualties.
