Hartlepool Borough Council permit scheme
We’ve been operating a Streetworks Permit Scheme in Hartlepool since April 2020, alongside other north-east councils. The scheme helps us manage and coordinate roadworks on our highways more effectively.
We look after over 400 kilometres of roads across Hartlepool. These roads are vital to our local economy. They help businesses deliver goods and services, and allow people to access healthcare, education, jobs, and leisure activities.
Before 2020, works promoters only had to notify us before starting work. Now, under the permit scheme, they must apply for a permit before carrying out any works. This helps us reduce disruption, improve safety, and keep the road network running smoothly.
What the permit scheme aims to do
The scheme is designed to:
- support Hartlepool’s economy
- keep people safe – including road users, workers, and nearby residents
- reduce traffic delays and congestion
- limit disruption to residents and businesses
- protect the environment
- improve communication and customer satisfaction
- protect the structure and integrity of both the street and the apparatus within it
- improve the co-ordination and productivity of all works promoters
- ensure value for money for council tax payers
- improve equality of opportunity for all by improving access to socially necessary goods and services
- improve quality of life through better transport
- reduce disruption from roadworks and events
- ensure safety of those using the street and those working on activities that fall within the scheme
- provide better information for road users
- treat all works promoters fairly
