Neighbourhoods and Regulatory Services Committee

The Neighbourhood and Regulatory Services Committee is responsible for a number of service areas including Building Design and Construction, Transport and Highways and Engineering and Environmental Services, Planning and Development Control, Community Safety and Public. The Committee is made up of 7 Elected Members.

Responsibility for the formulation, development and implementation of the Policy Framework, other Strategies and Plans and service areas:  

Policy Framework

  • Local Transport Plan (DNRS)
  • Community Safety Plan (DNRS)
  • The plans and strategies which together comprise the Local Plan (DNRS).

  • Building Design and Construction (DNRS)
  • Community Safety and Enforcement (DNRS)  
  • Environmental Services (DNRS)
  • Emergency Planning Unit (DNRS)
  • Facilities Management (Cleaning, Catering and Security) (DNRS)
  • Public Protection (DNRS)
  • Safer Hartlepool Partnership (DNRS)
  • Transport and Infrastructure (DNRS)
  • Planning and Development Control (DNRS) – Development Control element of planning falls within the functions of the Planning Committee (see below)
  • Building Control (DNRS)
  • Emergency and Local Resilience Planning and Business Continuity (DNRS)

3 To introduce Traffic Regulation Orders and Highway Infrastructure improvements where there are more than 2 material objections to the proposal. 
4 Determination of usage and oversight of grant funding in relation to grants that fall within the Policy Committee’s remit, where required under the conditions of grant.
