13. Director of Neighbourhoods and Regulatory Services

13.1 The Director of Neighbourhoods and Regulatory Services is responsible for the teams which are committed to growing our economy, help businesses, facilitate the creation of new and diverse jobs and inward investment and to arm residents with the right skills to take advantage of this growth. Further to this to regenerate the Borough through delivering key regeneration projects and delivering new housing, services and infrastructure including roads, schools, shops and services to develop and grow the Borough by supporting and encouraging sustainable development and inward investment. The Director of Neighbourhoods and Regulatory Services is responsible for the following services:

  • Planning and Building Control
  • Environmental Services (operational maintenance of parks, open spaces, beaches, Cems and Crems)
  • Waste Collection, Recycling Disposal
  • Passenger Transport
  • Fleet Transport
  • Public Protection
  • Community Safety and ASB
  • CCTV
  • Safer Hartlepool Partnership
  • Environmental Health
  • Trading Standards
  • Licensing
  • Engineering and Building Design
  • Construction and Building Maintenance
  • Highways & Strategic Transport
  • Emergency Planning
  • Civil Contingencies
  • Health, Safety and Risk
  • Business Continuity
  • Car Parking
  • Facilities Management/School Meals and Building Cleaning
  • Security Contract
  • Estates and Asset Management
  • Housing Revenue Account (HRA)
  • Housing Standards and Selective Licensing
  • Valuations
  • Strategic Regeneration/Capital Programme

13.2 In addition to the general delegations set out in section 6 of the scheme, the Director Neighbourhoods and Regulatory Services is authorised to exercise the following specific functions:
