Social value reduction for rent and licence fees

In July 2017 our Finance and Policy Committee approved a policy allowing rent reductions of up to 75% of market value for sales and leases that positively impact the community. Sales and lettings at less than market value are subject to an applicant’s eligibility, determined by the information provided. 

The form below must be submitted before a lease or sale is granted or during a rent review, as applications for a reduction cannot be granted retrospectively.

Once completed, please return your form for us to consider and decide on the level of discount. Completed forms should be sent to: estates@hartlepool.gov.uk. 

What we will do next 

Upon receiving the completed form, we will check its eligibility and seek consent to either approve or reject the application. If approved, the level of social discount (25%, 50%, or 75%) will be decided based on how many of the three criteria can be demonstrated. We aim to assess nominations within eight weeks of receipt. 

Applicants are not able to appeal the decision made

In the interests of transparency, we publish social value lease details, including rent costs, any discounts applied as well as the term of the lease and any utilities paid.
