Henry Smith was an alderman of London who, in 1620, donated his estate to support charitable causes. One of the trustees was Richard Lumley, lord of the manor of Hart, which is likely how Hartlepool came to benefit. About the Charity

Hartlepool Borough Council is the custodian of the charity. It is managed by eight trustees—three nominated by the Council and five elected by the charity. Council officers from finance, legal, estates and admin teams support the trustees.
